TV Converter Box (INSIGNIA) REMOTE CONTROL won't work-HELP!

My many attempts to install the INSIGNIA model NS-DXA1-APT converter box have failed because in every instance INSIGNIA'S REMOTE CONTROL DOES NOT WORK AT ALL.

Furthermore, I purchased 2 INSIGNIA units and tried installing them on 3 different t.v.s ( JVC Model C-13810 manufactured in 1997); Toshiba MV13P3 manufactured in 2004; amnd Toshiba MV13L2 manufactured in May 2001)with zero success.

Plus I unsuccessfuly tried 4 different, fresh batteries--for a total of five--in the event the AAA battery supplied with the INSIGNIA was dead. Consequently, that proves that neither my televisions nor my batteries were defective.

In addition, I attempted both modes of installing the converter box: (1) using the coaxial cable and hooking one end to the RF jack on my converter box and connecting the other end to the Antenna IN jack of my t.v.; (2) connecting the Insignia-supplied, colored audio and video jacks to the converter box and the t.v.



In addition, per page 16 of Insignias User Guide, I tried, as a workaround, to make my universal remote control the converter box, but that, too, failed. (For the universal remote programming code, I variantly tried both Zenith and Lucky Goldstar (LG) because Lucky Goldstar manufactures the identical units for Best Buy under the Insignia house brand as well as for Zenith.) However, because the universal remote doesnt offer converter box as a component choice, I tried entering CBL (presumably cable) and TV respectively during my several failed attempts.

Another thing I can rule out is having the t.v. on the wrong channel. I tuned the t.v. to Channel 3.

As far as I got was getting a display on my t.v. screen which read WELCOME. Thank you for choosing INSIGNIA and a button called Next at the bottom of my t.v. screen with a right-facing arrow. However, pressing the corresponding right-facing arrow on the INSIGNIAs remote control produced nothing. Nor did my pressing any other button on Insignias remote control result in anything.

So I have no working t.v. HELP!!! (If anyone offers a solution kindly state every step instead of leaving out steps because you assume that everyone knows or should know the steps you leave out.)
