1 monitor in a 10X10 room to alternate as TV/comp screen

HI all-
I need some help. I have a 10X10 guest bedroom room and want to place one screen in it to be used as either a computer monitor or an OTA HDTV. The useage would be roughly 70TV/30-computer. It would also be a nice benefit to be able to do a PIP, where one if the computer screen and one if the TV screen. It is my plan to purchase an LCD whichever way I go.
I am looking at a refurished 37-42 inch HDTV(Vizio or Olevia), but a colleague said I had another option and that would be purchasing a comparable sized monitor and putting a video card in the computer that is hooked up to it.
Which route gives me the most bang for the 700 that I have? I am very price sensitive and will probably be trying to purchase on or around black friday.
The computer that will be hooked up to the monitor is an an older emachines that I plan to do a memory upgrade to 2MG.
What should I take into consideration in making this decision?
