Best Codec

I want to convert my 128 kbs Mp3s to 64kbs..what codec should i use..i convert them to WMA and it sounds great but could i possibly get a little bit better sound quality with OGG or something else?

The definition of "best" was not told. But you could try one song in each candidate and decide.

FLAC away!

If your system has FLAC, I recommend using that since it is lossless.

The OP wants to convert from MP3 at 128kbps to something smaller.

FLAC:
1) Does not offer any bitrate control, per se.
2) FLAC typically ranges between 500kbps and 1200kbps, nowhere near 64kbps.
3) There is no point in transcoding from a lossy format like MP3 to a lossless format like FLAC. The resulting file will sound the same and be several times bigger.
