I am 17 and looking for a new camera under 400! HELP?

I had the Olympus SP-600UZ and it was slow, annoying, little to no manually controls and too small of a zoom. Image quality was pretty good sometimes though. But, I am trying to step up and get more features more controls and I need a camera with at least the following features
-30x Optical Zoom
-Manual Focus Ring
-Ability to record video with voice and zoom during it
-An EVF (Electronic Viewfinder)
-Black and White mode
-Lens filter/ Lens hood threading on the lens
-Super Macro mode of 1cm distance (It's my best type of photography.)
<div>I am thinking of the Fujifilm FinePix HS30EXR is this a good camera? Is it what I need? Will it work for me? Also, is it fast and good in low light. I'm really liking what I've seen about it but if there is something BETTER that fits all my specs that y'all know of under 400 dollars please help me out. I am a very technical teen and I have an IQ of 145 just throwing that out there so y'know don't hold back cuz you think I'm too young and couldn't handle the camera of such caliber or something like that but that you might suggest to someone older. I can handle any camera you throw at me cept stupid walmart junk. I am already published photographer in a photo manuscript I just need some help out here to find my "dream" camera... So if anyone can help please do. I'd appreciate it. I am hoping for some good advice. I know there are people smarter than me out there and know more. so if one of y'all fit that description and (i hope) are reading this shoot me some opinions.
