Mode Dial on the Fujifilm Finepix HS10

Hello,

I've had the Fujifilm Finepix HS10 for a few years now, and I'm just getting around to reading the manual. I want to get more out of my camera than just a point-and-shoot. When reading the manual, I keep coming across the "mode dial" for the aperture and shutter speed. When I turn the mode dial, nothing seems to happen. Why is this? How do I adjust the aperture and shutter speed?

Owners Manual - pages 29 thru 32

Go to page 30 to see Shutter Priority.

Turn Mode Dial to stop Shutter Priority
Use Command Dial to set shutter speed.

When you change the shutter speed, the camera will automatically set the Aperture to obtain the perfect exposure.
If you are going to photograph motion or action scene, pick a faster shutter speed.
If you select a speed that is too fast, for the available light, the shutter speed on the LCD screen will turn red.
