I thought about your request and wonder if what you are after are special effects like we achieved with old film cameras.

Today we get to make our own such as http://photo.tutsplus.com/tutorials/the-ultimate-guide-to-create-your-own-35mm-pinhole-camera/

However film is far from dead and maybe you should check out Ebay and find some cheap older 35mm cameras that have all those old manual controls?

Canon A590 IS

You could buy a Canon A590 IS from eBay for under $100. The one thing it won'tr give you much control over is depth of field, which is not really possible with digital cameras with small sensors (and correspondingly short focal length lenses). Only a large sensor camera such as a DSLR is capable of shallow depth of field images, but it wouldn't be possible to buy a functioning DSLR camera with your budget.

get a used Canon EOS Digital Rebel 300D

i came upon your question when i was doing research trying to accomplish the same goal. I ended up with a Canon EOS 300D, the original Digital Rebel, which in 2003 was the first DSLR sold for under $1000. now, in Jan 2013, you can get one with a lens on ebay for under $100. I am loving the manual controls, over focus, aperture, shutter speed etc. It might not have all the bells and whistles of the latest DSLRs, but it is a great place to get started, and feel like a great deal for under $100
