Video Card PCI-E Slot Power Issue

I have an HP Media Center PC WinXP with original motherboard on model M7560n. I leave it on for days sometimes weeks. it recently went dark screen while it had been running for several days. the pc was running but no video. i shut it down and it tried to load windows [and probably did but screen was dark, not blue]. after several attempts to boot and almost loading windows before the screen would go dark. i left it for a few days and tried to reboot. it got to my desktop and then a message popped up that the video card was not getting enough power. i removed the card and the motherboard graphics then worked. fine. i had been wanting to upgrade my card anyway so i got a new PNY GT610. upon booting no video at all. is it most likely a bad motherboard pci-e card slot? the new card 's fan runs ok so some power is getting to the slot. could it be a bad power supply? any thoughts?
