HP ENVY DV7 Battery Percentage Not Increasing

I purchased a HP ENVY DV7 a year ago (running on Windows 7 - this is it comes with the operating system).
It has a 9-cell battery (do not know if this is its full name), when I purchased a laptop, which is the highest upgrade.
When I charger, battery percentage does not increase. It says it's charging, but it increases the percentage of battery life will not be displayed.
Today, it went from 2% to 1%. Day before, it is 4%.
I began to notice that when I found the battery symbol says "battery low" Every time I unplug the laptop charger.
If I delete my charge, the battery percentage drop. If I insert, computer costs, but will not increase the percentage of cells.
This has been going on for some time, now.
Editing, including this sentence: I do not even charge the laptop throughout the night, and when I turn it on, the battery life has not increased.
I right-click on the battery symbol, and choose "HP Battery Meter." I switched label "battery health", it says that the battery is properly executed.
I think it might still laptop battery problems, and now I want to buy a hibattery, what that site you can buy?
