Check and verify it *all*
Within the bios, be sure thr 1st boot device is the CD/DVD drive. If you have more than one, then its the 1st Cd drive. Once done "saved" before exiting out, do a reboot. It should with the OS install disc mounted, try to boot from it. Now, if you have the proper HP discs then it should proceed to start the install and procedd forth. if it stops then there either some discrepancy as to what it knows is the boot device or the recovery discs just need a longer time in order to error out and what that error states. I assume you have only the 2Tb HD installed as in "alone". It would need to be formatted as the process to do that will take some time, has that gotten to that point. If not, your 2Tb s/w if supplied with the new HD should provide whatever new setup condition is needed in for its use. That requires a format and simple acknowledgement in order to proceed. Once done, then use the install OS discs. if the install discs need to re-format, then allow that procedure for best install. Being a 2Tb disc, it will take some time, but the process should report its being done, again allow it to show some status.
I assume you already resolved any SATA issues, so review them in order now to make this process above take place. Again, the bios should report that status, so review it.
FYI- HP provides a generic recovery procedure, why not get that and print it out. The below link should be of assistance:
