Check that power-OFF is done. Remove side cover and inspect the innards of the new PC. Be sure that all looks OK and well seated and connected. In your case, remove and reseat the video card and be 100% sure it is. Power-ON and check results. Hopefully, the 2-beeps go away. As stated to you, check manual for the bios beep code. Long and short beeps sequence, help ID the problem. use that to further check the system.
Sorry, you got a non-responsive PC upon delivery. Further, you have a Cyperpower one, take that as a negative comment. If your problem persists and tech support is nothing more than simple fixes, return the PC PRONTO!. In fact if you find in short order that the PC refuses to work, contact NewEgg and start the return process. I offer this as Cyperpower continues to be a nagging source of day-1 problems, yours isn't uncommon IMO. Take notes/records of all your problems and/or attempts to fix. Don't delay, the ASAP works best is return under the NewEgg return policy rather than relying on Cyperpower warranty. Google Cyperpower and find out the www side of customer posts.
