Computer starts with monitor in power saving mode

I just installed a new video card in my computer, it's a Sapphire Radeon HD 4650. After some struggling I managed to install the latest ATI Catalyst drivers. Now it's working fine EXCEPT when I boot up the monitor remains in power saving mode (with the power LED staying orange). I wait until disk activity ceases then I push the power button and the computer shuts down. If I boot up right away the monitor turns to life. If I need to reboot it works fine too. But if I restart after, say 30 min., the Power Saving mode comes back again as described. I was using before the integrated graphics which worked without problems. My question: is it the graphic card's defective or my system settings are to blame?
My system:
MB Biostar TA780G-MA2
AMD Athlon 64 X2 4400 processor
6 GB DDR2 memory
Sapphire RADEON HD 4650 1GB DDR2 HDMI
Windows XP64
