Computer not recognizing attached mouse on power-on

Hi to all,
It happens to me very often that when I turn on the
power on my computer, I receive an error message saying
that "Windows did not recognize a mouse attached to
your computer".
Then, if I unplug the mouse and plug it again and
restart the computer, it does recognize the mouse
and further everything works ok.
After I shut down, on the next power-on the same
happens again.
I use a Packard-bell computer, with WIN98SE.
The mouse is also Packard-bell, with two buttons +
rolling button ( not optical ).
The computer & all the hardware, although "old",
were very, very few time used.
I'd like to know what could be the cause of this
problem and how can it be corrected.
The motherboard was checked and it looks that this is
not a motherboard problem.
Any help will be highly appreciated.
