component failure?

I have a Wintergreen computer / VIA PM800-2 motherboard with a P4 3.2Gz, 2 mb RAM,800Mz L2, about 10 months old. I usually leave it on when I go to bed, and last week, my son reported that it flashed and then went dark. When I checked it the next morning, the power supply would not come on. I installed a new power supply, with no response, so I'm guessing that some component problem is preventing POST. I disconnected all peripherals one at a time, re-trying power-up after each disconnection, so now only the power supply & motherboard / processor /RAM are left. Power supply pilot lights don't even blink, fans don't start.
Primary question is, how do I determine whether the problem is the processor [still within warranty], or the motherboard, without buying & installing replacements? Second question is whether there is a device or procedure that will let me test a power supply, so I can confirm that the new one, and probably the old one, are good?
