What is best printer?

I am looking for the most economical (cheapest) printer that would print on 24 x 36 clear rolls of adhesive that I would apply to coroplast and use outside for extended periods of time. It must print in color and the ink needs to be waterproof. Is there such a printer?

what is problem, if the printer HP office jet j3680 All in One ,does not print but it pull paper and print it empty?

The units I've seen have me applying a finish coat. So no, there is no such printer that does everything for us.
