Mostly depends exactly what you are trying to do. If you goal is to put multiple machines behind a group of connections and then share that it is somewhat possible. There are any number of load balancers available. They will do a ok job of allocating a user to the least used link. There are still many gotcha points but most can be worked around. A load balancer also works for a single machine going to different sites. You could use one link for say surfing cnet and another to surf cnn. This is much harder to get a true sharing since there is no way to predict the traffic loads.

If your goal is increase the bandwidth for a single machine going to a single site that cannot be done directly. The main issue is that you do not control the remote end of the connection. The far machine will not accept 2 different IP addresses to represent the same machine. It will in most cases detect this as a security issue and terminate both sessions.

The only way you can do this is to control both ends and make your 2 connection appear to be a single IP. Since it is a single IP almost all solution are based on combining at a layer 2 level. You connections are layer 3 connections from your ISP. Ask the ISP if they will sell you what you want and it may still be cheaper than doing it yourself. If they choose to do it there are many hardware solution available to them since they can see they layer 2 cell connections.

So now if money is not the issue the way you do this is to buy a couple of routers than can do multilink PPP. You place one of these routers at a hosting center and the second at the location that has the 2 cell connections. You build PPP tunnels over each of the links which in effect converts the layer 3 to layer 2. You can then combine them with multilink PPP. Your traffic would then tunnel to the hosting center router and gets its ip from that location. So now you have a single IP for both connections. Any machine on the internet would not know of your real connection and send and receive all traffic from your router at the hosting center.

You key problem is that you have multiple IP addresses and this is pretty much in conflict with the concepts that make the internet work.

I would not use ICS it is a pain this was done in the old days when you wanted to share telephone modems. I would a separate device to do this.

Most of what you want can be done with a load balancer. The key one you cannot do is truly combine the bandwidth for a single session, that would require the ISP to do part of the work or as I indicated in my first post using a hosting site.

If you are unix expert which I am not you can use a PC to do most this function using the PC as a router/load balancer. People with lots of money use F5 devices. I would recommend using a device like this one. This used to be a linksys before cisco got them so it does not have the high price of commercial cisco gear.

This is a generic device that can use any type of ISP but it must be connected via ethernet. Not generally a problem since you can get modem type devices from most 3g providers.

It has all kinds of options for selection of which circuit to use based on load and availability. It cost a little more than your average consumer router but it is still less than even the rack mount kit for something like a commercial F5 load balancer

This should get most of your requirements but not the true bonding. For true bonding you will need to go to the commercial line of routers but even then it is a very advanced configuration since you are bonding virtual layer 2 links tunneled over layer 3. I would recommend you hire someone to help you. Even I who work with commercial cisco gear daily would have to think for a while to get a configuration that works.
