Time Warner Cable Modem Problem

Hello, im having a problem with my internet and I was wondering if anyone might know a fix or why its happening My internet is through Time Warner and this is our 3-4 problem we have had with them and are ready to cancel. So here is the problem:

Ill be trying to play a game or view a website and about ever 5 minutes ill get disconnected from my game or the website wont load. I have checked the modem IP (192.168.100.1) and the upstream is 58 dBmV which I have heard isn't normal. the internet is normal starting at 6 PM and the problem starts back the next morning a 9 AM.

I have tried connecting direct without the router, I have tried connecting it direct outside of my house so its not going through the splitter and still the same upstream. and I have tried connecting it at my TV line which is also by Time Warner and still the same. The internet has been like this for a whole week now I haven't bought anything new that would interfere with the internet so I don't know And also our TV lags out every 5-7 seconds the picture and sound freeze and come back after about 2 seconds. Im guessing that the power lines are getting interference but I just wanted to see what someone else would say about it. I will probably call Time Warner on Friday for them to fix it if no one else has a fix for it.

Could the router maybe be interfering?
