Mobile Internet Without Expensive Cell Phone?

Hello,
With the advances in mobile internet (i.e. Mobile WiFi Hotspots, Laptop WiFi/PC Cards) offered by Verizon and other dealers, is there anything out there that would allow WiFi-only equipped devices (iPod Touch, PSP) to connect without being in range of a WiFi device? I ask because I am being charged over $160 for a voice and data cell plan, and $80 of that is because my wife and I have smartphones. If we were to go with a Skype-like service and get iPod Touch each, for example, we would save hundreds a year....if only we had Mobile WiFi that our iPods could connect to wherever we go. I guess basically what I am looking for is a device that acts like a WiFi card for a device such as the iPod Touch. Anyone know of anything like that? Thanks!
