Setting Internet Bandwidth Limits On LAN Computers

I'm wondering how I can set Internet bandwidth limits on different computers in my LAN.
Basically I have computerA downloading files, which currently will do so using 100% of my bandwidth. Then if I try to play a online game on computerB, the game lags due to computerA still using almost 100% of my bandwidth.
My internet connection is 15Mbps, which is 1.875MB/s of bandwidth sort o speak, and I actually do get that speed all the time.
So what options are out there to set a bandwidth cap on one or more of my computers, or applications? For example I'd like to set it so that computerA can only download and use 1.4MB/s of bandwidth, so that I can run a game without lag on another computer.
