Network Cable Unplugged when it's not

I used to run win2k and connected to the internet (cable modem through switch) with no problem. I reformatted the hard drive and installed linux, again with no connection problems. I just swapped out that hard drive for another one and put a fresh install of WinXp Pro on the new hdd. I installed the nic drivers from the cd that came with the mobo. For some reason the connection is continually listed as "Network Cable Unplugged" when it's clearly plugged in. I tried rebooting the computer, modem, switch, and different ethernet cables to no avail. Swapping back to the linux drive, the connection is fine so it's clearly not a h/w problem. I also tried connecting directly to the cable modem with usb and ethernet. The usb worked but the ethernet didn't.
