Best catalyst Control Center settings for this rig?

Proccesor: I7-3820 3.6GHz motherboard:asrock x79 extreme Graphics: Radeon 3gb 7950 graphics. 16 Ram 2tb seagate drive with a 60GB boot drive, Liquid Cooling 2 main fans 1 front one top small fan back and a tiny one for really hot temperatures on the motherboard itself, I want to know how I can keep this computer cooler but with peformance I can't seem to game without being around 38C all help will be appreciated.

Nothing wrong with 38 degrees Celsius for an unnamed component.

A i3/i5/i7 CPU, for example, can easily stand a temperature up to 80 degrees Celsius. If you manage to limit it to 75 it's perfect.
