Cannot Shut Down PC

I cannot shut down my PC using the shutdown on my taskbar. I can only shut it down using the power off button. Could someone please help me. I also just bought a new keyboard because I thought my old one was skipping letters. The new one is doing the same thing. Sometimes my letters appear all at once and sometimes it seems like it is skipping. If anyone can help me, it would be greatly appreciated. I have a Dell INspirion desktop with Windows 7.
