As the local 'guy who is good with computers' I have recently been asked by a friend to help them pick out a new desktop. They are completely against building one, and want a prebuilt so they 'have a 1-800 number to call'. Not sure why, but whatever.

anyway, since I always build my coputers, I have virtually no idea what brands are good and what brands are **** (I have a strong urge to avoid Dell though). so I was hoping to get a few opinions on Dell, HP, CyberPower and other brands...

of the national brands will do any better at 1-800 than its competition, except maybe Apple. Anyone who needs hand holding should buy locally from a retailer or custom builder that can guide them in usage and support issues. So, any of the brands, or custom built, will do but there must be a friendly understanding face behind the counter when they go "duh?".
