Massive, recurring internet slow-down

Ok here's my problem I been having a lot of trouble with my
internet service recently (last few months). The issue is that the pages will sometimes load very low or not at all
for about 4-5 mins at a time and then return to "normal". I get a lot of that "unable
to connect" message with Firefox, Chrome, and Explorer. I tried everything I
can think of:

I've had Charter come out and check the line, do some stuff
to the line, replace the modem, etc. (8 times in 3 months)

I've replaced my Lan Card on my motherboard

I've turned off my firewalls from my Kaspersky 2011 internet
security to see if it was that

I scanned for every virus, malware, whatever known to man

I've even completely deinstalled/ reinstalled my operating
system (Win 7) twice just to be safe.

Nothing has worked this annoying problem has become a
nightmare because it made using the internet stressful, with me literally
waiting for the internet to stop working. SO I'm post here looking for help
with anyone who might have an idea. A little back info: I moved into this
apartment last February and the internet worked fine up until about early
October that when I noticed it. At some point I thought it could be my hard
drive considering it over 5 years old (an survive two computer build
incarnations) but I treated it well. It not my speed with charter as I'm paying
for 30mb (nice deal actually). Also here is an Everest rundown of my system.
