Well, that is a loaded question. I have worked with a variety of computers over the years. My first desktop was an eMachines and it did what it was supposed to, but it had no upgrade potential whatsoever. My current Desktop is one I put together, so It will last at least 5 years.
As to the quality of Dell computers. I use them at work and they are very nicely made computers. They are easy to open up and service (if you need to). I actually just bought my parents a Dell becasue I got tired of working on their old computer for them.
My advice is this, If you are a power user who likes to tinker with their computer, search the net for components and build your own. It is cheaper, will last longer, and will be exactly what you want. My $600 desktop, would have cost me ~$1500 from Dell. But then I kew exactly what I wanted and the applications I would be using.
If you are looking for something that will work out of the box, has good quality and good customer support, then you may want to go with Dell. Both I and my parents are very pleased with their new computer, and all they had to do was plug in some cables and install some of their software they were using before. No muss no fuss.
I hope this helps, good luck with your computer purchase.
