Portable Harddrive

My only internet access is via my cell phone and my funds are limited. Can I use a portable harddrive unit along with a keyboard and mouse instead of traditional cpu? If so, what do I look for when I'm ready to buy? All suggestions are welcomed. Thank you.

While some cell phones are very capable the ones that allow such are rare and you would know if yours did that.

OK, since computers can be had for free on both the free section of Craigslist and Freecycle, there should be nothing stopping you from finding some old machine.

I'm sorry I didn't explain things clearly. 4get about my phone. What I wanted 2 do was purchase a monitor, keyboard, mouse and a small portable hard drive unit (instead of the large hard drive unit that sits on the floor). That's what I need 2 know. Again, thank you.
