Desktops forum: What is the best PC under $400?

Buy a used computer for $100 to $200. add memory for it, up to $75, add a new hard drive and a dvd writer.
Install Linux or a BSD on it.
I have a micron millenia that was given to me. It had 64M, now it has 192M and I will increase the memory again. I can run most distributions on it without overworking or having to reboot for weeks, if not months at a time.
Another option is to buy a refurbished computer according to the architecture that you desire.

If new, then pick the one that falls under $400, because there aren't many and usually don't come with a monitor. Lucky, if they do but if not then that's extra cost. Let's not forget any S/H charges to you should you need to pay, when it comes to a 15-25lb. box or more with monitor. If brought at local shop, then be sure to know what you're getting, as the OS alone costs $100 range or more(it better be geniune) if not your got issues.

As the other posters mentioned, used does have its advantages. Again, be sure as to what you're getting.
