how to check the cpu fan?

Hi,
My PC kept shutting down after booting and running for a couple of mintues.I doubted the memory but did not open the case which was my mistake. Now my PC stopped working. When I opened it, I saw one half of the plastic base which holds the heat sink broken. So the heat sink is being held on one side only and the other
side of the heat is not held tightly.
DOnt know if this is the reason?
I cleaned everything but still I could not get my PC boot.
I tried checking the power switch and other basics.
My doubt is in the cpu fan .
How to check the cpu fan?
Mine is an Emachine pc and is it possible to replace the cpu fan and the heat sink base? The heat sink base seems to be mounted on the board. Even if I replace the cpu fan will the cpu boot up or should I do anything else.
I would appreciate any tips.
