I`m running Windows ME and I have the same problem. The most simple solution was to reboot my machine and have it restart in "SAFE MODE". I get to " SAFE MODE" by waiting for my DELL Logo to appear and then press the "F8" key several times. The computer then will change to a screen that asks you how you would like to restart. Pick "SAFE MODE" and enter. All your icons will come up as usual, except they will be larger than usual. Then, start your Disk Defragment and wait. It should complete without restarting 12 times because your computer only has necessary programs open. Once complete, restart your computer again and let it boot like it normally does. See if that works for you.
