If your Dell shipped with a SATA HD already installed, the driver should already be present on the Dell XP Reinstall CD. If this is the case, you shouldn't need to feed the SATA driver to the XP installation program.
If you are attempting to install XP and you really do need to add the SATA driver using the F6 method, then you do have an option with the driver package file you downloaded. The file you downloaded should be named something like "R130118.EXE." You need to double-click on that file to extract its contents to a folder of your choosing.
When the extraction is finished, go to that folder and open the "readme.txt" file. Scroll down to section "5.3 Pre-Installation Using the F6 Method." Follow the remainder of the directions in that section to get the necessary files onto a floppy and use them during the XP installation.
