I currently live in a community scholarship house on my college's campus, and the Wi-fi is less than satisfactory when it comes to certain things, like playing online games and downloading files. My ethernet works every now and then, but for the most part it never does work. The part about that that doesn't really make sense is the fact that when I plug the ethernet into my Xbox 360, it works fine, and when my roommate uses his ethernet cable, he gets internet just fine. I even tried using his ethernet cable in place of mine, and it still doesn't work. Does anybody know what the problem may be?

The poor soul had their wifi on at the same time. Another person with a sore head didn't know to disable it and reboot.

That WiFi has some IP address information that is in conflict with what the ethernet may use. It's a common problem and I'm discounting any hardware issue at this point.
Many folk can't disable the WiFi and reboot so not much new there.

Look, man. I have disconnected it, and restarted. I even completely disabled the wi-fi capabilities of my laptop. When I restarted my computer, I already had my ethernet plugged in. It still had no network connection. I figured maybe I should wait to plug it in. So I shut it down, unplugged my ethernet, started it back up, and plugged my ethernet in and guess what? No network connection. I'd appreciate other ideas.
At this point.

If all is stock the Ethernet port is dead. I only have your post to work with and no story such as "I installed the Black/Blue version of Windows 7 Enterprise." So without details I have to write now, the port is dead.
If anyone disabled DHCP on the ethernet then that's not stock. Anything other than stock and I can't guess that so here's a link about that.
