My name is Sandeep, I work for Dell SMaC Team. I just went through your query and I would like to share few steps which you could try. This is nothing to do with Ethernet card if it is getting connected to internet on the later stage.
Firstly, I would like to let you know that there might be two things which could cause this issue.
1. Try to update the drivers. (Note: we need to know if it is Windows Vista 32bit or 64bit OS with the network adaptor name)
2. Or may be with the McAfee antivirus protection.
If the drivers have been updated and still facing the issue then I would suggest you to uninstall the McAfee and restart the system, check whether it gets connected with the internet; you can reinstall the McAfee and check again.

NOTE: BEFORE YOU UNINSTALL THE MCAFEE, DO SIGN IN TO THE MCAFEE ACCOUNT AND DOWNLOAD THE SUBCRIBTION WITH THE LICENSE KEY ON THE DESKTOP SCREEN. Without downloading the copy of McAfee do not uninstall.
If this works out then it might be a problem with the settings on McAfee which may cause the internet to get connected slowly
