Youtube stops buffering, lags, unwatchable

I just moved into a new apartment, where they already have wireless set up with Bell.
Speedtest consistently shows 3-5M down, and most sites are loading swiftly. Youtube videos however, will play for maybe 10 seconds before freezing with the circular loading sign. Leaving them to sit and buffer has no effect, they will buffer ahead a few seconds and then stop loading. Dropping from 720p to 480p makes no difference whatsoever.
My flash player is up to date, and this problem occurs at all hours. I tried loading the same video on my phone, and it plays fine in HD so I don't suspect an issue on Youtube's end.
I did not have this problem prior to moving. The only thing that has changed in my setup over the last week is my service provider and the router I am connected to.
Any idea what settings might need to be tweaked to resolve this?
