IE not Opening - Unchecked Everything in LAN Settings

Everytime I open the IE, it takes about 3 minutes to open up. Its says at the bottom left corner "detecting proxy settings".

I went to Tools>Internet Options>Connections Tab>LAN settings and unchecked Automatically detect settings, but still did NOT help. (I unchecked everything)
Any other suggestions! HELP!

I can't tell which IE you have or the OS so here's a link in hopes it helps.
