Signal strong, download impossibly slow

Hey everyone,
I've got a bit of an issue with my internet, and I have no clue what's causing it. What's going on is that I have full signal strength with my wireless on my desktop, can access the internet, but my download times are ridiculously high. My macbook pro works fine on the same wireless connection and has normal download speeds, so I'm pretty sure it's not the router. I've run a speed test on speedtest.net on both my desktop and my macbook pro in the same location and the macbook pro is only 0.02Mb/s faster in the download and upload category - I'm chalking that up to the machine being about 2 years younger than the desktop - so I'm also pretty sure it's not the wireless card in my desktop. I have no heavy downloads going on, no uploads, literally nothing to bog down the router.
For reference, the download estimate for a 37MB file from download.com was 20 minutes... on a connection that rates at 8.93 Mb/s (from speedtest.net; also, it actually took that long to download, it wasn't just faulty time estimation by the software). Maybe I'm wrong, but a 37Mb/s /8.9 Mb = 4.15s, not 20 mins. Even with other traffic flow on the network it should still be under a minute.
As far as hardware is concerned, I'm using Chrome on a Windows 7 64bit system, and a WMP54G wireless card in my desktop.
Let me know if you guys need anything else to help diagnose this; I'm out of ideas.
