I need a dial tone so I can buy a dial-up account.

1. I do not have an active land line phone account (no dial tone in other words). I do have a cell phone.
2. I want to buy a cheap dial-up service ($10.00 per month) for my laptop so I can get my email and go on the web.
3. I do not want to pay $ 25.00 per month for email and web access offered by Verizon, Cox Communications, etc.
4. All I need is a dial tone so I can buy the dial-up service.
5. How can I do it please?

And before we go any further, dial up over cell phones vanished over a decade ago. It's a shame folk at those counters won't tell you that.
