Taking Action with Phone Company

I recently came back from my parents place where they only get 19-22kbps connection speeds. I have spoken with ATT&T before and they acknowledge the fact that their hardware is not capable of supporting a connection speed higher than what my parents are getting (and that they are meeting FCC guidelines).
My question isn't concerned with what computer settings I should use to boost the speed, but what can my parents do to convenience AT&T to run the hardware necessary to get speeds higher than 25kbs?
Has anyone had success with petitions or business cases or anything? What about creating the same case for DSL service?
