Phone modem won't dial out

I recently wiped clean the HD, reformatted & installed Windows 98SE. Existing internal modem identified as PCTel HSP MicroModem 56. Installed drivers off the Conexant website, modem shows up 3 places in Device Manager: modem, port & network adaptors as installed properly with no conflicts yet I can't get it to dial out. Hyper terminal test reveals computer lockup after trying to dial. Tried everything, will respond to new thoughts I haven't tried.
