Rural internet options, but I am not rural

I live not to far from Columbia, SC but I am not available for any DSL/Cable services. I live sort of in a "dead" zone. Time Warner Cable has a construction building less then one mile from my house and my neighbors have service. 5476 is eligible and 5491 has service. My address is 5484 so they literally skip right over me. I have contacted them multiple times and the only thing they keep doing is setting me up with site surveys, which they never get back to me on. AT&T has a utility easement in my front yard for a fiber optic cable, but they cant offer me DSL or U-Verse.

I use the internet quite a bit whether it be for work (I am a GIS specialist), gaming, or watching Netflix.

I am wondering what are my options for internet service?

I was exploring Verizon 4G LTE service which seems to be fast enough, but the 20GB cap at $130 a month is way overpriced in my opinion.

Is there any way I can bug TWC enough to get me service? or at least run lines to my house?
