That Uverse and the newer cable broadband tend to hit those 20+ megabit speeds. If you have a few spare million you can go even faster.
Is there any limit to what you consider "best"? That is, is there a budget to consider?

if you live somewhere where they offer it (about 10% of the country currently), you can have glassfiber Internet (100 Mbps up, 100 Mbps down) for euro 60 (= USD 75) a month. This includes subscription to (interactive) HD TV and phone. Not bad.
