Throttling on Roadrunner/Bright House

For two years my download speed was 6Mb(its). A guest watched a ton of "illegal" movies on JustinTV. That night, my speed suddenly dropped to .9Mb. I configured my router to use Google's Public DNS (8.8.8.8). Instantly, my speed went back to normal, 6Mb. Guest left. I used Tor to browse the Dark Web. My speed dropped to .5Mb. I called and complained. Speed went to 2.2Mb for an hour, then back to .5Mb. They are sending a technician to check my hardware. I said hardware doesn't slow down because you access sites on a black list. Roadrunner said they don't throttle a connection based on sites visited.
They are lying.
