Speedtests will provide the optimal result you can expect based on your connection to the internet. Where you are downloading from is the other component that is "unknown". I also have Comcast with the 20mbps account, but routinely only see around 10 to 12 on the speed test. Downloading files I get anywhere from 512kbps to 7 mbps depending on time of day, etc. It's my understanding the Comcast power-boost results will show in speed-tests because it's not a large amount of data. But, it only lasts for a smaller file trying to download a video 100mb for example, it throttles to the standard download rate.
