Sharing my broadband and dial-up connections

Hey, this might be an easy question to answer but I can't seem to solve it on my own. I'm here at college where I hook up on the network but I'm not allowed to use P2P applications, so when I want to hook up to a program (BearShare for example) I have to use my dial-up. This makes my connection very slow, which leads to my question: can I leave my broadband hooked up while I'm also on the dial-up connection and use the broadband for browsing the internet like Internet Explorer, while only using the dial-up for downloading like with BearShare? Because if I try to browse and download it takes me nearly forever. Any help is appreciated!
