Can not upgrade Windows XP, SP2 to SP3 w/BootCamp

I am running Mac OS 10.6.8, Snow Leopard, using Boot Camp. I am trying to upgrade from Windows XP, SP 2 to SP3. Installation seems to be going OK until I get an error message saying that I need 4 MB of more space remove programs to gain more space. I have removed more than 4 MB of programs and retried to reinstall Windows XP SP 3 from a disk and/or from the Microsoft Website with the same results. I have the Boot Camp partition set at 32 MB and format using the FAT system. I have also tried to increase the partition to 45 MB and even tried to change the format to NTFS system.
This results in 'freezing the computer when the installation comes to the point "press any key to start Windows XP" (from installation disk). At this point, the only thing that gets the the computer to run again is disconnect the power.

I have also tried to install Windows XP SP3 with a 45 MB partition and formated with the FAT file system. The results are the same
I sure could use some help from someone that has been able to do this upgrade successfully.
