MS Outlook 2010 Spell Check Broken??

I upgraded my Office 2003 Standard to Office 2010 Standard, Word, Excel, PowerPoint, Publisher, and Outlook. This is on WinXP Pro all current. (I excluded OneNote and did not have the old version)
When I first fired up Word after the upgrade, the spell checker was broken, and I found a fix at microsoft that had me delete the key "override". As soon as I did spell check came to life in everything but Outlook, also tried another fix of deleting the key above it "1.0", this made no change so I put it back.
I am not sure it is related but thought the background was worth mentioning. If I start Outlook in Safe Mode (Hold the Control key while it is starting and it skips loading add-ins), then spell checker works just fine. So I disabled all of the add-ins, there are 6, all from the MS upgrade, no third party add-ins, and restarted Outlook in normal mode, the spell checker was broken still. Same after a reboot.
What I have Tried:
Using the Installer and picking Repair
Using RegEdit to remove the key "override" per MS
Deleting and reinstalling Outlook, then all of Office
Disabling all of the add-ins
So does anyone know how I might track this down, if there is any way to cause Outlook to generate error messages or other config idea's?
I know I have it config'ed right as far as spell checking being turned on because in safe mode the settings are the same and it works, so it seems to be something else that is disabled in safe mode??
