Announce only answering device

I am looking for some way to answer a phone (Standard analog line), deliver a message and disconnect within 12 seconds. I am willing to use an external device or software through a fax/voice modem. The most important part is the disconnecting within 12 seconds. I get billed if the call lasts longer than 12 seconds. I am not interested in taking any messages on this line. It is simply a way to divert one number to another. Call forwarding holds the incoming line open so I will get billed as does simultaneous ringing.
Answer - 10 second message - disconnect. Can it be done?

Try amazon.com and about 20 bucks.

The 1726 will not dissconnect that soon

I have tested several answering machines. They all deliver a 10 second message in 'Announce Only' mode but will not disconnect until 20 - 30 seconds. - Too long.
