Problem: can't import Outlook '07 .pst file

I recently did a quick format of my hard drive and reinstalled a fresh copy of the lastest Windows XP and Office 2007 (including Outlook '07). Prior to formatting, I had copied my entire Documents and Settings folder with all contents onto a DVD-RW. This included a .pst file named Outlook which was located in Local Settings/Application Data/Microsoft/Outlook. This file is around 250MB in size so I'm pretty sure that is the correct one which contains all my email, address, extra personal folders, etc info.
After reinstalling Outlook '07 I attempted to import the .pst file from my DVD. At first I got an error which stated I didn't have permission to access the file. Upon further research, I copied the Outlook.pst file to my spare hard drive (D:) and then right-clicked on it. Under properties and the security tab, I was able to give full access. One problem solved.
I then attempted to import this file again. This time it allowed access to the file but when I pressed "next" it said the file was not a Personal Folder file!!!???
I am stumped and do not know what to do next. Does anyone have any suggestions? Am I doing something wrong? Is there any other way to access the information in the Outlook.pst file?
