trouble converting colour pic to B/W with no embedded colour

Problem: I
can't find a "image enhancing program/software" that will convert my colour
digital photos to Black & white without colour embedded in them.
Situation: I
publish a 32 page monthly newsmagazine (Waaskimaashtaau) for our community.
Each issue has 2-3 colour pages. I use a Xerox printer which folds and staples
the 11 x 17 sheets. I want to print the newsmagazine from my computer (I use
Microsoft Pubs) rather than printing colour and B/W pages and then making
copies (750). The difference in picture quality between printing and copying is
considerable.
All the
programs I've tried so far change colour photos to grayscale or black &
white but the converted picture has colour embedded in it. The Xerox printer
senses any amount of colour and my B/W photo is counted as colour. I pay 10
cents/colour sheet (one side) and 2 cents/b&w. This adds up to over 500
dollars per monthly issue.
Again I need
a program (that is easy and fast to use) that will convert a colour picture to
a B&W picture that will not have colour embedded in it. (to export to Micro
Pubs)
