how do you make a photo CD that will NOT allow copying image

I am a librarian in a small school that is prone to flooding from severe weather. I would like to create CDs or DVDs of the school's yearbooks as protection against the water damage.

I have had some requests for people (who have lost their yearbooks in severe weather) to purchase the CDs. However, since I do not have permission of everyone to have the images poosted on the web, I would like to protect others from having their images placed online.

Is there a software that would allow me to create a photobook on a CD that would allow the USER to print the picture if needed, but not upload to the web or copy to a hard drive?

If you allow VIEWING on a PC, then they can copy it.

The only way to maintain a modicum of control is to never let it out of your control.
