VGA - RGB Laptop to LCD TV connection help.

Alright, so I have this all connected and working properly, as I am typing this on the TV screen now. However, I have one slight problem. Whenever I watch a video every 5-10 seconds or so a line scrolls from the bottom to the top of the video. Its hard to tell if it's doing it the whole time the laptop is connected or only when a video is being played. Its kind of hard to explain. I have a Sony VAIO VGN-NS325J latptop hooked up to a LG 37lg30 LCD 1080p TV. I am using a Belkin cable to connect the two. Any help would be appreciated.

Look at the refresh rate and pull it back to 60 or even 50 Hz.

Which is it? they're two different kinds of connection.

And you said you have a Belkin cable to connect the two.
What sort of connection? the brand name of the cable does not help us.
