Multiple Firefox Windows

I have a question regarding the Firefox browser.
When I had Windows XP I could click on the Firefox icon
when Firefox was already open to have a second tab open.
Now with Windows 7 I can't do that. Is there a way to setup up the Firefox browser to do this????

Within Firefox itself?

Look just right of the open tab and see the + sign. Click that and anew tab will open.
